Use The Right Light For Seed-starting Success : Mother Earth News
This is a great article on how to grow seedlings indoors. It sounds like the upstairs room would be ideal for this.
I found some of these articles by accident, but the more I read, the more it seems to me that earth-frienldy living is also cheaper living: gardening, renewable energy, worm farms, solar energy, homesteading, etc.

After talking it over with Wife, it might be better to set this up in our storm cellar. This way if there is water drainage, it will only fall onto a concrete floor and soak into the floor or through the cracks.
